The Andhra Pradesh CID on Tuesday issued a notice to former chief minister N Chandrababu Naidu to appear before it in connection with the investigation into alleged insider trading in the Amaravati land case.
The CID also issued a notice to former minister P Narayana, who was minister for Municipal Administration and Urban Development during the TDP regime. The CID has asked both of them to appear for questioning on March 23.
The CID notices come two days after the ruling YSRCP swept the municipal elections. Naidu, who was in the midst of a video conference to analyse the municipal polls results, continued with it after the summons were served.
On March 12, an FIR was lodged at CID Police Station at Amaravati based on a written complaint by YSRCP Mangalagiri MLA A Rama Krishna Reddy. The complaint, made on February 24, stated that some farmers in his constituency had “cheated them by taking away their lands illegally, fraudulently”.
After a preliminary inquiry into the complaint, Deputy SP S Surya Bhaskar Rao stated that there were some irregularities, following which the FIR was lodged.
Reacting to the notice, TDP spokesperson B Umamaheshwara Rao said the YSRCP government was being vindictive and revengeful and dismissed the allegations of insider trading.
The report by Deputy SP Bhaskar Rao alleges that several TDP ministers, leaders, and party members had prior information that a particular region between Krishna and Guntur districts would be declared as the new capital of the state, and that they purchased vast tracts of land at low prices. Once the region was declared as capital Amaravati, land prices shot up, benefiting those who bought land, the report said.
The CID had filed at least 20 cases accusing TDP leaders and real estate developers close to the TDP of being involved in insider trading. However, on January 19 this year, the Andhra Pradesh High Court dismissed the insider trading cases, observing that there was no evidence to indicate that such a thing happened.
The case, which throws up a completely new angle in the Amaravati land scam, has been registered under Section 120 B (conspiracy) and Sections 166, 167 and 217 of the IPC, read with Prohibition of Assigned Lands Alienation Act of 1977 and the SC/ST Prevention of Atrocities Act, based on a complaint from Alla Ramakrishna Reddy, MLA Mangalagiri. A former minister in Naidu’s Cabinet, P Narayana, has also been named in the FIR and summons to appear before the CID have been issued to both. Naidu served two terms as chief minister of the undivided Andhra Pradesh and the third as CM of the divided AP after bifurcation from 2014 to 2019.
Ramakrishna Reddy in his complaint stated that some farmers from his constituency had approached him and informed him that some influential persons have forcefully taken away their lands creating fear and confusion and also making false claims that the Government is going to take away their lands without paying them any compensation. Ramakrishna found that the claims were false and the farmers were cheated and approached the CID for a probe into the allegations in February 2021.
Following the complaint, DSP CID S Surya Bhaskar Rao was directed to conduct a preliminary inquiry into the allegations. He inquired into the allegations and submitted a report on March 12, 2021, stating that the inquiry revealed that cognizance of offence was made out. Based on the inquiry report, AP CID registered a case and started an investigation.
