| Video Discription | From a change in the date of presentation in Parliament to the outlining of the goals and targets along with the allocation of funds for the schemes and merger of the Rail Budget with it, the next Union Budget will be starkly different from what it has been till this year. In an interview to Financial Express, finance secretary Ashok Lavasa highlights four or five big changes in the new Budget that includes the merger of Plan and non-Plan segments, and then shifting to a capital and revenue accounting model. Speaking on the subject of allocation for Swachh Bharat, Lavasa said it will be important for the administrative ministries to devise outcome indicators in such a way that they reflect the true objective of the scheme. Lavasa also spoke about the recent merger of Rail and General Budget, adding that the process to deal with sharing Railway's social costs is already being done, as the dividend which Railways has been paying to the government is a dividend on capital at charge. He also asserted that the Railways will not have to bear even the burden which they have been till now. Talking about the current fiscal situation this year, Lavasa said there is an increase of almost 25% in the tax receipts as compared to the last year. |
