| Video Discription | The Coast Guard cutter Vigilant fired the first warning shots Thursday (October 1993) in the effort to enforce a U.N. embargo against Haiti when it fired across the bow of a merchant ship that refused to change course. The vessel Don Jose had been ordered not to sail to Haiti because officers who boarded the ship earlier were unable to inspect about a third of its cargo.
