| Video Discription | The 2018 midterm elections have implications for not just the parties themselves, but for the entire American system of government. The Library's Kluge Center hosted an afternoon symposium for congressional staff and others with interest in the upcoming elections. The panel discussion focused on analysis that goes beneath the surface to consider the dynamics that characterize midterm elections as a rule, those that are particular to 2018, as well as what specific markers to watch as Election Day approaches. The Center partnered with American University's Center for Congressional and Presidential Studies (CCPS) for this program. Speaker Biography: Sara Fagen is a leading political and issue strategists, with a national reputation for data analysis and its interface with technology. Fagen served as a senior aide and White House political director to President George W. Bush and served as a senior strategist for Bush's 2004 re-election campaign. The Wall Street Journal called her a "data whiz," and "As a top strategist ... Fagen helped perfect political micro-targeting." She currently is a partner in a major public relations firm and comments on politics and elections on many major media outlets. Speaker Biography: Elaine C. Kamarck is a senior fellow in the Governance Studies program as well as director of the Center for Effective Public Management at the Brookings Institution. She is an expert on American electoral politics and government innovation and reform in the United States, OECD nations and developing countries. Kamarck focuses her research on the presidential nomination system and American politics. She is the author of "Primary Politics: Everything You Need to Know about How America Nominates Its Presidential Candidates" and "Why Presidents Fail and How They Can Succeed Again." She is also the author of "How Change Happens or Doesn't: The Politics of US Public Policy" and "The End of Government As We Know It: Making Public Policy Work." Kamarck makes regular appearances in the media, including ABC, CBS, NBC, the BBC, CNN, Fox News, New England Cable News and National Public Radio. Kamarck received her Ph.D. in political science from the University of California, Berkeley. Speaker Biography: David C. Barker is professor of government (American politics) and director of the Center for Congressional and Presidential Studies at American University. He has served as principal investigator on more than 60 externally funded research projects, and he has published dozens of peer-reviewed journal articles in outlets such as the American Political Science Review, Journal of Politics and Public Opinion Quarterly. He has authored or coauthored three university press books: "Rushed to Judgment: Talk Radio, Persuasion and American Political Behavior," "Representing Red and Blue: How the Culture Wars Change the Way Citizens Speak and Politicians Listen" and "One Nation, Two Realities: Dueling Facts and American Democracy."
