Various shots of Schroeder getting into car, driving away STORYLINE: German Chancellor Gerhardt Schroeder reaffirmed his country's support for new European Commission president Jose Manuel Barroso after his meeting with British Prime Minister Tony Blair on Thursday. The United Kingdom has said it will hold a referendum on the European constitution but has not yet set a date. French president Jacques Chirac ended months of speculation on Wednesday when he announced France too is to hold a referendum. Schroeder said Germany is prohibited from holding such a referendum by its own constitution and will ratify the European constitution in parliament. He declined to comment on the French and British referenda, saying it was the decision of the respective national governments. After months of tough negotiations, European leaders finally agreed on a draft constitution at a summit last month, launching a difficult two-year ratification process. Before it takes effect, all 25 EU countries must ratify the document, either by parliamentary vote or referendum. Most will hold a parliamentary vote but referenda will be held in Belgium, Britain, Denmark, France, Ireland, Netherlands, Portugal and Spain.
