But while some states in the North - like Bihar - receive a lot more than they pay as direct tax to the Centre, others such as Tamil Nadu receive far lesser. This has led many South Indians with a sense of resentment against the Northern states, with the argument being that the Central government is actively discriminating against them. This argument is strengthened when you see the recommendations of the 15th Finance Commission, the body that regulates how much money is to be given to states. But the Northern states argue that historical policies have given the South an advantage.
