India is a federation of states and union territories, and the relationship between the centre and the states is crucial. This relationship is interpreted differently and often contentiously through diverse lenses and perspectives. An illustrious panel, including former Chief Election Commissioner of India Navin Chawla; and former Governor of Rajasthan Margaret Alva, Indian Lawyer Pinky Anand speak to author and academic Varghese K George about the fine balance between the centre and the state and the constant juxtaposition between the two.
Navin Chawla calls himself an accidental author. Half way through his civil service career, his biography of Mother Teresa proved a resounding success. After serving as Chief Election Commissioner, he wrote a ringside account of India’s elections in Every Vote Counts. A product of St Stephens College, Delhi, SOAS and LSE, he now devotes his time to working for the disabled through the NGOs he founded.
Margaret Alva is a distinguished lawyer, parliamentarian, and Union Minister. During her 30 years in Parliament, she chaired the Empowerment of Women committee and represented India at international conferences. As a Union Minister for 10 years, she handled key portfolios in the governments of Rajiv Gandhi and P.V. Narasimha Rao. Alva played crucial roles as Advisor to the Bureau of Parliamentary Studies and Training and as General Secretary of the Party overseeing 8 states. As Founder President of Karuna, an NGO for women, she's been a prominent advocate for the Women's Movement, chairing UN committees for over five decades. Recipient of prestigious awards, including the First Nelson Mandela Award for Minority Empowerment and The Global Leadership Award, she served as Governor in Uttarakhand, Rajasthan, Goa, and Gujarat. Notably, she was the United Opposition candidate in the recent Vice Presidential election.
Pinky Anand, a Senior Advocate, holds an illustrious career representing clients before the Supreme Court of India, Delhi High Court, and various Courts and Tribunals nationwide. Serving a full term as the Additional Solicitor General of India, she has a thriving practice in litigation and alternative dispute resolution (ADR). Her expertise spans Criminal law, Commercial laws, Constitutional law, Private International law, and Arbitration, including technical fields like construction, infrastructure, and energy laws. Anand, a founding member of ICA, is a recognised arbitrator at SIAC, DIAC, DIFC, AIAC Malaysia, and a Door Tenant at No. 5 Barristers Chambers, London. Honoured with the French Order of Merit, Bharat Gaurav Samman, and Living Legend of Law accolades, her extensive 40+ year career involves representing Public Sector Undertakings, business leaders, and celebrities, successfully defending human rights causes in landmark judgments domestically and internationally.
Varghese K George is Resident Editor, New Delhi of The Hindu, and was earlier its US correspondent based in Washington D.C. His new book on challenges to Indian democracy due to regional imbalances in population and economic growth will be published by Harper Collins in 2024. He is the author of Open Embrace: India-US ties in a Divided World.
