One of America's most powerful - and outspoken - Republican Senators wants to cut back on government AIDS spending.
The Chairman of the Senate Foreign Relations Committee, Jesse Helms, is quoted by the "New York Times" as saying people have AIDS because of their own "deliberate, disgusting, revolting conduct."
The U-S Senate is currently considering whether to renew a federal programme for the care and treatment of AIDS patients.
The comments from Jesse Helms came in an interview with the New York Times.
Helms says the U-S government is spending too much money on AIDS research - money that he claims should be spent on research into other areas like heart and lung disease.
But it was the outspoken Senator's comments on why AIDS funding should be cut that has activists up in arms.
Helms says people with AIDS acquired the disease as the result of engaging in "deliberate, disgusting, revolting conduct" according to the newspaper interview.
The response of at least one key Republican to the latest outburst from Helms was a subtle disagreement.
SOUNDBITE:
"In the first place, it's clear there's a lot of people with AIDS who have proven that's not true. And secondly, I'm not going to get involved in an argument with Jesse Helms. I think I try to deal in here with the notion that we're on the edge of a revolution in health care and we ought to pursue it very intensely."

However, Gingrich says he does believe many health care funding decisions could be better made by a panel of health experts.
SOUNDBITE:
"I think you just look at in terms, you ought to have a scientific panel that decides if you're going to spend x-number of billion dollars how much do you spend on Alzheimer's and how much do you spend on other things. But it's got to be done by scientists looking at, with the breakthroughs in our understanding of biology and with the emergence of what some have called the age of molecular medicine, where do we get the fastest breakthroughs to help the most humans?"

The Senator's comments were met with condemnation by many AIDS activist groups, who say Helms' words perpetuate an atmosphere of hatred against people with AIDS.
SOUNDBITE:
"This hurts in a very internal way. He is damaging people's lives in a very individual sort of way. He's ostracizing people. He is creating a circumstance as well, that allows people to discriminate against people with AIDS. Well, my, Senator Helms says this therefore it must be right."

The Senate has been considering extending the Ryan White Care Act, which appropriates 880-million dollars (US) in federal funds for AIDS research.
With a September deadline looming, the extension has been bogged down in debate. But AIDS lobbyists think the latest outburst from Helms may actually help.

"I think certainly his comments have called to the attention of people across the country that this vital piece of legislation is stalled in both the Senate and the House and needs to move forward."

So, while Jessie Helms attempts to kill increased federal AIDS funding, his latest tirade may do just the opposite.
