Rwanda’s President Paul Kagame could be preparing for an overt military operation inside the Democratic Republic of Congo.
Addressing lawmakers on Monday afternoon at the Parliament Buildings, Kagame gave an eyebrow-raising speech, warning that he would not look on idly as FDLR, a DRC-based militia group comprising remnants of the perpetrators of the 1994 genocide in Rwanda, continue to threaten his country’s security.
Kagame recalled how FDLR militants, who mostly carried traditional weapons like knives, attacked and killed 19 people in Kinigi sector in Musanze district in 2019.
The area is home to the Volcanoes National Park, offering tourists scenic views and mountain gorilla tracking.
In response, Rwandan special forces pursued the FDLR fighters, killing 19 of them.
The pursuit of the FDLR militia attracted criticism from human rights groups which angered Kagame.
Kagame said the attacks literally brought tourism activities to a halt.
“And that was the purpose – outsiders were saying ‘don’t go to Rwanda, don’t go to that area.’ And when I do something about it, it is like you are doing a terrible thing,’” said Kagame.
“You want me to keep quiet, people (FDLR) close that area, losing everything and people’s lives and then you say, ‘if you do this we shall blame you?’” he wondered.
Without mincing words, Kagame warned: “I will give you what to blame me for. We are really prepared to be blamed. But we shall be blamed for doing what we must do.”
Standby
Informed officials in Rwanda say Kagame directed elite military units to remain on standby at the border with DRC where FDLR are very active.
Kigali says FDLR are embedded in the ranks of the mainstream DRC forces, a claim Kinshasa denies.
“When President Kagame threatens military action, he means it,” said a highly placed source who prefers anonymity to speak freely.
Kagame said FDLR and its backers want an “alternative government in power” in Kigali – a situation he vowed would never happen as long as he was still alive.
DRC accuses Rwanda of using M23 rebels to destabilise North Kivu to enable Kigali’s exploitation of Congo’s mineral wealth.
But a visibly agitated Kagame told lawmakers on Monday that “the interest we have as Rwanda is completely different from what people think – it is survival. This little Rwanda must survive. We have to be alive.”
He also said he was not opposed to “anyone’s interests” in Congo or anywhere.
“It’s none of my business. You are not going to be able to have your interests fulfilled if there is no peace. I don’t understand the calculation. You allow turmoil to go on and expect your interests to be safeguarded?” he wondered.
Fallout
Kagame did not mention whose interests were being threatened in DRC but several countries including Uganda and Kenya are investing in banking and road construction projects in eastern DRC. Foreign companies are involved in mining in North Kivu.
Upon taking power, DRC President Felix Tshisekedi worked closely with Kagame to coordinate joint military operations against FDLR in eastern Congo. Dozens of FDLR fighters were killed.
The duo later fell out with the resurgence of the M23 rebellion.
Tshisekedi fired several high ranking security officials from his government for reportedly working for Kigali and mobilized the international community to slap sanctions on Rwanda.
Kagame told MPs that the DRC asked the European Union and United States to penalize Rwanda.
“Do what to Rwanda for what? For having done what? For what we have done, you must first even understand why we would be doing it. Why would we be doing what you are accusing us of? Why not address what is causing us to do what you accuse us of doing?” asked Kagame.
Nevertheless, in the face of military threats from Rwanda, Tshisekedi recently ordered the Congolese army commanders to conduct mass recruitment of soldiers across the vast country.
He also made changes in the military’s top leadership, appointing new commanders in North Kivu.
In another pointer that Kagame could be gearing up for a military offensive in DRC, the Rwandan leader warned Kinshasa against hiring mercenaries as they would be no match for the Rwandan armed forces.
“When it comes to us dealing with mercenaries, we really are overstocked to deal with mercenaries,” he said, adding, “mercenaries are the most useless people.........
