| Video Discription | The National Commission to Review the functioning of the Constitution was established on 22 February 2000 by a Government Resolution headed by Justice MN Venkatachalaiah. The terms of reference state that the Commission will examine, given the experience of the last 50 years, how well the Constitution can respond to the changing needs of an efficient, smooth and effective system of governance and socio-economic development within the framework of parliamentary democracy. To recommend changes, if any, to the provisions of the Constitution, if necessary, without interfering with modern India, and its infrastructure or characteristics. The Commission submitted its report to the Government on 31 March 2002 in two sections. The Manapalli Narayan Rao Venkatachalaiah Commission felt that Article 263 of the Constitution has wide potential and has not been fully utilized for the resolution of various problems concerning a single state. The Commission observed that where a treaty is entered into by the Central Government on a matter in the State List by the Central Government, no prior consultation affecting the interests of those States is held with them. The Commission recommended that the forum of the Inter-State Council be used for discussion of policy matters involving more than one state and for expeditious decision-making. About the Speaker: Ashwini Upadhyay is a lawyer by profession and is known for leading important public interest petitions. So far, he has filed more than 50 important petitions from the High Courts to the Supreme Court, which have proved to be important for the socio-economic and political rights and justice of the people, especially those at the fringes of society. Apart from electoral reforms, educational reforms, police reforms, judicial reforms, he is also working in the field of gender justice, gender equality and dignity of women. Most of his petitions have been accepted for hearing by the court due to their importance and he has not faced disciplinary proceedings in this regard.
