| Video Discription | (19 Mar 2014) A third meeting of OSCE (Organisation for Security and Co-operation in Europe) ambassadors on the deployment of a monitoring mission to Ukraine collapsed on Wednesday, as the Russian delegation refused to adopt the draft agreement which would bring a number of international monitors to Ukraine within 24 hours. Of the 57 member countries, only the Russian Federation did not approve a text which could lead to the deployment of an OSCE mission. Ambassadors from members states were frustrated after the meeting. OSCE Secretary general Lamberto Zannier said no breakthrough had been achieved and the atmosphere was "difficult." The idea for a fact-finding mission to determine what is really happening in Crimea and eastern Ukraine was proposed by Germany earlier this month. OSCE officials responsible for minority rights, freedom of the media and representing the head of the organisation are already on the ground in Ukraine.
