The two signed agreements to further cooperation on education, science and technology, oil and gas exploration and health. This comes as Moscow is seeking to bolster ties in Asia to offset growing international isolation over its military actions in Ukraine. Putin’s trip to Vietnam came after a visit to North Korea on Wednesday, where he and leader Kim Jong Un signed an agreement pledging mutual aid in the event of war. Reacting to the agreement on Thursday, South Korea’s national security adviser, Chang Ho-jin, said the nation is now reconsidering providing Ukraine with weapons support. “The government expressed serious concerns and condemned the comprehensive strategic partnership agreement signed yesterday between North Korea and Russia,” Ho-jin said.
