General Turnage served in the California Army National Guards from 1949 to 1982 and rose through the ranks with his career culminating as the Commander, California Army National Guard. From 1982 to 1986, he served as Director of the Selective Service System. From 1986 he served as the last Administrator of the Veterans Administration before it became a cabinet department in 1989.
