SOUNDBITE: (English) Zalmay Khalilzad, out-going US Ambassador to Iraq: ''Iraqis are uniting against al-Qaida, in Sunni Arab areas, tribal leaders and even some insurgent elements have turned against al-Qaida. Coalition commanders have been able to engage some insurgents to explore ways to collaborate in fighting the terrorists. These insurgents are also in touch with the government seeking reconciliation and cooperation in the fight against the al-Qaida terrorists and joining the government in a reconciliation programme. But we have had discussions with various groups and as I said Iraqi government has and we have been in very much of in coordination and cooperation with Iraqi government as part of reconciliation programme of Prime Minister Malaki. And those have taken place and those are continuing to take place and I think one of the challenges is how to separate more and more, groups away from al-Qaida, how to turn them to cooperate with the Iraqi government against al-Qaida. That is the strategic important objective. We have talked to groups who have not participated in the political process, who have ties with some of the insurgents groups who are reconcilable insurgents. The terrorists are irreconcilable there cannot be reconciliation with al-Qaida, they have to be bought to justice. But there are groups that have resisted that democratic change, the change in Iraq. It is our goal to get those groups to be reconciled, to accept, to embrace this new Iraq, and that will be a victory, a success for the change which has taken place." 4. Wide shot of news conference STORYLINE: American and Iraqi officials are seeking to persuade so-called "reconcilable insurgents" to join forces against al-Qaida, the departing US ambassador said on Monday. Zalmay Khalilzad said that US Embassy and military personnel as well as Iraqi government officials had met several times with representatives of insurgent groups that had opposed the U.S.-backed political process. "We have had discussions with those groups," Khalilzad told reporters in Baghdad. ''Those have taken place and those are continuing to take place and I think one of the challenges is how to separate more and more, groups away from al-Qaida, how to turn them to cooperate with the Iraqi government against al-Qaida,'' Khalilzad said. He said some tribal leaders and even some insurgent elements in Sunni Arab areas have already turned against al-Qaida as they have grown increasingly frustrated with the widespread violence in Iraq. "Coalition commanders have been able to engage some insurgents to explore ways to collaborate in fighting the terrorists. These insurgents are also in touch with the government seeking reconciliation and cooperation in the fight against the al-Qaida terrorists and joining the government in a reconciliation programme." However he ruled out any contact with al-Qaida in Iraq, which has been blamed for many of the high-profile suicide bombings. "The terrorists are irreconcilable. There cannot be reconciliation with al-Qaida. They have to be brought to justice.'' Khalilzad, who is leaving his post after 21 months has seen a massive increase in violence in Iraq during his time there. He is scheduled to leave Iraq later on Monday, officials said.
